2. Entrance into and leave from port and berthing

Notification procedure for the entering and leaving intent of a vessel:
To the steward of the port office orally/in writing or digitally via the website.
Registration of the entering and leaving of a vessel:
Guests are granted entry and exit by telephone or word of mouth by the Harbor Master or the Port Steward.
The master of the port or the steward may prohibit the ship from leaving the port if:
– there are unpaid port dues or services ordered from the port
– the competent authority empowered to do so gives the appropriate instructions
– the ship is not visually seaworthy
– the crew is not properly manned
– in the presence of other factors endangering safe navigation, human health or the environment

Requirements for moored vessels (prohibitions, requirements and other conditions):
Vessels have the right to use the berths of Westmeri Marina in accordance with the port regulations.
Anyone who does not have a berth in accordance with the rules of the Westmeri Marina shall be considered as guest ships and are taxed as guest ships.
There is a concrete berth for mooring ships.
Harbor Master ‘s orders concerning the parking of vessels, or
relocation in port is mandatory for craft owners.
The mooring ends of vessels must be fixed in such a way as to ensure safe standing in the port in all weathers and also to neighbouring vessels.
All vessels at berth in the port must be properly marked (name or number onboard).
The master must ensure the safe embarkation and disembarkation of persons. The port is not responsible for the property of the owner of the vessel.
The use of shore currents must be coordinated with the Harbor Master. If the wind speed exceeds 18 m / s or the water level is +90 cm, the owners of the craft are obliged to turn off the shore current.
The launching and lowering of the craft must be coordinated
with the harbormaster. The owner of the craft or a person representing him is responsible for safety.
In order for the craft to winter in the territory of the port, the craft must be lifted on a wedge block or trailer, which ensures safe standing of the ship.
All wedge blocks and trailers of the recreational craft must have the name or number of the recreational craft. Wedge blocks left unmarked in a port shall be considered as ownerless wedge blocks and
may be liquidated.
It is prohibited in the port:
– relocation of the craft without the permission of the Harbor Master or Steward and out of the water lifting out (into the water);
– unauthorized connection of a recreational craft to the electricity grid;
– use the toilet on a recreational craft if there is no faecal water collection tank;
– storage of canisters, oil and fuel drums on the quay;
– throwing rubbish into water and quays;
– place the waste in a container other than the one provided for that purpose;
– boarding without the permission of the master of the craft or his deputy;
– keep unvaccinated animals on board;
– Listen to loud music on the watercraft or disturb the peace from 22.00 to 09.00.

Works inside and on the deck of moored vessels (execution of works that generate noise and rubbish; welding and works involving fire; outboard works; launch of boats and rafts; ballast water pumping; tank cleaning, repair of propulsion (main engine)):
The owner of the watercraft is obliged to coordinate with the Harbor Master (port steward) work that generates a lot of noise and debris. During the spring cleaning of the underwater part of the craft from the old toxic paint and covering it with new paint, the owner must ensure the cleanliness of the port territory. The surface under the craft must be covered with film.
Welding and other fire work on watercraft and in the port territory are allowed only with the permission of the Harbor Master (port steward). Work requires permission
notify the Harbor Master (port steward) of the commencement and termination.

3. Vessel traffic rules:

Vessel traffic in the port’s water area (shifting, maneuvering):
Valid when navigating in the waters of the Westmeri Marina
International ship collision avoidance rules.
At the simultaneous entry and exit of watercraft, preference for leaving the port applies, except for in the event of an emergency.
When navigating and manoeuvring in the water area of the port, the master of the vessel must choose a speed that does not generate a stern wave, but not more than three knots. Traffic or the manoeuvre must be safe both for its own craft and for other craft.
Only the Harbor Master or the Harbor Master may authorize the transfer of vessels in the port.
Requirements for vessel in traffic under normal and special conditions:
Entry and exit to the port are prohibited if the wind speed is more than 17 m / s and the visibility is less than 50 m. If necessary, the decision shall be made by the Harbor Master together with the master of the vessel, taking into account the technical characteristics of the vessel.
Vessel mooring:
Vessels with a permanent place in Westmeri Marina are moored in the designated place.
In special situations (in case of strong wind) it can be agreed with the Harbor Master in advance
to moor at the edge of the shaded berths of the port.
For a craft that does not have a permanent berth in the Westmeri Marina, the mooring place shall be determined by the Harbor Master (port steward) in places reserved for guests or in another free space.
The mooring and buoy ends must be secured and the fenders positioned so that safe standing is guaranteed in all weathers. The fenders must be moored on the vessel in both ports.
Vessel towing:
Towing work in the port may be performed only with the permission of the Harbor Master.
Vessel traffic under ice conditions:
The port is closed for navigation in the event of icing.
